436 Critchley to Department of External Affairs

Cablegram K317 BATAVIA, 16 June 1949, 11.59 p.m.
IMMEDIATE SECRET
Received 17 June 1949, 9.30 a.m.

Both Delegations have agreed provisionally to three documents [1]
for a cessation of hostilities:-
(a) Cease-hostilities order
(b) The proclamation
(c) The regulations.

Only minor changes have been made to the drafts already forwarded
by bag.

2. Cochran has made the following suggestions for overcoming the
procedural impasse (see paragraph 5 of my telegram K31[6] [2]). No
final agreement on cease-fire until after the Republican
Government is restored but Hatta to write a personal letter to Van
Royen stating

(1) he finds the documents in their present form reasonable and
satisfactory;

(2) he would be prepared to urge the adoption of policy formulated
in these documents by the Government of the Republic as soon as
possible after its restoration;

(3) he would consider only the lesser details covered by the
documents subject to change after consultation on the return of
the Republic of Djokjakarta and by mutual agreement between the
Delegations;

(4) he would consider as immutable the following elements of the
policy formulated in documents;

(a) that all hostilities between the parties, including guerilla
warfare, was to cease;

(b) that all measures shall be taken to [cease fire and terminate
all acts intended to harm the other party] [3];

(c) that both parties shall co-operate fully in maintaining law
and order, in protecting all elements of the population, and in
facilitating each other's measures of self defence;

(d) that the ending of military operations throughout Indonesia
will render possible the maintenance of peace and order through
the co-operation between the Netherlands and the Republican armed
forces. Co-operation in patrolling, in avoiding clashes, and in
maintaining peace and order shall be effected;

(e) that the armed forces of the Government shall not extend their
delineated zones of patrolling or otherwise endeavour to improve
their respective military positions at the expense of the other.
Patrols shall be limited to the maintenance of law and order,
including the protection of all elements of the population;

(f) that there shall be neither prosecution by the course of law,
nor measures of an administrative character against anyone who by
the sole fact that he, by offering his services, by seeking
protection or by acting in a scornful way, has taken sides in the
dispute which has divided the Republic of Indonesia and the
Netherlands;

(g) that those who have been deprived of their freedom, because of
political convictions or functions, or because they have carried
arms in the fighting organisations of one of the parties, shall be
released as soon as possible;

(h) that there shall be free movement of the civilian population
and free traffic of goods;

(i) that there shall be co-operation between parties in assuming
responsibility for feeding, clothing and providing medical
supplies and services for the population.

3. It is also suggested Van Royen reply in a similar strain to
Hatta.

4. The Republican Delegation has taken the Dutch suggestions to
the leaders at Bangka and the Netherlands Delegation is consulting
The Hague.

5. Prospects appear hopeful but Van Royen says that the major
problem is to explain the situation to the Netherlands Government,
which was led to believe that the cease-hostilities agreement
would be reached prior to the restoration.

6. It is most important that the Republican Government be restored
without further delay. Anything which could be done now to urge
this strongly at The Hague would be most timely.

1 These three documents were drafts of the cease-hostilities
orders, the joint proclamation and the Regulation governing the
implementation of the agreement to cease hostilities, the full
text of which is given in United Nations, Security Council
Official Records, Fourth Year, Special Supplement No. 5, pp.58-62.

Cablegram K308 BATAVIA, [7 May 1949], 4.15 p.m.

IMMEDIATE RESTRICTED

The Netherlands Government is prepared to accept draft statements set out in K.306 [1] subject to an understanding on the use of Maguwo airfield. In final drafting there may be one or two minor changes of wording and the order of paragraphs three and four of Netherlands statements may be reversed.

2. Agreement on Maguwo airfield will probably be obtained by an unpublished exchange of letters incorporating the following understanding:
'It is agreed that with the return of the Republican Government to Djokjakarta and with restoration of Residency of Djokjakarta to the Republic[an] administration, the airfield of Maguwo will be operated strictly and solely as a civil airport. It is agreed that there shall be no traffic in arms or ammunition in or through this airport or any illegal flights. It is agreed that airport of Maguwo shall not be used by military aircraft of either party except in case such aircraft is in distress. Finally it is agreed that operation of Maguwo will be subject to observation by military observers of U.N.C.I.'

3. Unless there is an unexpected hitch the statements of the parties will be formalised at a meeting under the auspices of U.N.C.I. at five p.m. Saturday May 7th. Cochran as chairman will confirm statements as follows:
'Will two [chairmen] [2] kindly confirm my understanding that the statement which they have just made were agreed upon in consultation, that each finds himself in accord with the position set forth by the other and that statements are hereby formally confirmed and accepted.'

4. At this afternoon's meeting it is also intended to set up a joint committee, to make necessary investigations and preparations for the preliminary return of Republican Government at Djokjakarta. Civilian deputies and senior military advisers of three representatives on the Commission will work on joint committee with delegations of parties. Chairmanship will rotate amongst civilian deputies. Cutts and Prior will represent Australia.

5. The parties will continue to meet under the auspices of the Commission in Batavia to discuss other matters on the agenda.

These will mainly concern details for an effective cessation of hostilities and details regarding round table conference at The Hague.

374 Critchley to Department of External Affairs

Cablegram K304 BATAVIA, [4 May 1949], 6.25 p.m.
IMMEDIATE PRIORITY CONFIDENTIAL

The Netherlands delegation has rejected the Republican drafts of the compromise statements (see K.303 [1]) and has now submitted the following amendments:-

(a) Republican statement-addition of 'in accordance with the "Renville principles [2]" after the phrases 'complete sovereignty to the U.S.I.'. Substitution of 'insist' for 'urge' in the last sentence of the statement.
(b) Netherlands statement- Paragraph (1) addition of 'and to advise on measures to be taken in order to effectuate the cessation of guerilla warfare and co- operation in the restoration of peace and the maintenance of law and order'.

Paragraph (2)-last half of the paragraph beginning 'in the area' is changed to 'consisting of the city of Djokjakarta and its immediate environs and that this step be taken in the light of the Security Council's directive [3] of March 23rd, 1949'.

(3)-this paragraph omitted.

(4)-'The Netherlands Government insists on the right of self- determination of the Indonesian peoples as recognised by the principle and underlying articles 3 and 4 of the Linggadjati agreement [4] and by the second and sixth of the twelve, and fourth and sixth of the six additional 'Renville' principles.

Pending negotiations concerning the implementation of the Security Council's ruling of 23rd March 1949 and those to be conducted at the Round Table at The Hague, the Netherlands Government will, however, refrain from the establishment of new Negaras and Daerahs on territory under Republic control prior to December 19th, 1948 and from the expansion of Negaras and Daerahs affecting the said territory, unless agreed upon by the Republican Government and the B.F.O.' [5]

(5)-substitution of 'member state' for 'entity' and insertion of 'provisional' before 'representative body'. Last sentence from 'there shall be etc.' changed to 'this number will be one half of the total membership exclusive of Republic membership'.

(6)-Omitted.

In addition, the Netherlands Delegation has suggested but will not insist on the following new paragraph 'With a view to what is stated in the Security Council ruling of March 23rd 1949, on the subject of the proposed round table conference at The Hague 'to end that negotiations contemplated by the resolution of January 28th, 1949, may be held as soon as possible' the Netherlands Government is fully prepared to do its utmost that this settlement take place immediately after the return of the Republican Government to Djokjakarta.
At this conference, a beginning should be made with consultations as to the way in which-as was already mentioned in the Netherlands Government's invitation to President Soekarno-'a transfer of sovereignty accelerated as much as possible' can be realised. As was stated in the above-mentioned invitation, this implies that the Netherlands Government will gladly 'examine on its merits, in joint consultation with the parties concerned, every proposed solution submitted by one of the parties in order to reach in open, multilateral discussion the common goal: a just and lasting settlement of the Indonesian dispute and accelerated unconditional transfer of the complete sovereignty in accordance with the Renville principles'.

2. The Republican Delegation has expressed considerable concern at the Dutch draft, which embodies the old double talk of the 'Palace clique'. They will certainly reject it and will probably now seek to formalize their position with the Commission. The Netherlands Delegation has not yet submitted its final proposals to its Government, and, therefore, is not yet in a position to take a final stand.

327. Memorandum From the Director of Intelligence and Research (Cumming) to the Acting Secretary of State1

  • SUBJECT
  • Intelligence Note: Insurgent “Republic of the South Moluccas”
The Attorney General of the Federal State of East Indonesia, Dr. Soumokil, rallied locally prominent citizens to constitute themselves into a self-styled Republic of the South Moluccas (Republik Maluku Selatan—RMS) on April 25, 1950. It embraced the islands of Buru, Ceram, Ambon and Banda. The purported legal justification for the RMS declaration of independence lay in the constitution of the Republic of the United States of Indonesia (RUSI), which granted the subordinate territories the right to determine their ultimate status by democratic means—a right which it claimed had been denied to it. The movement was supported by Christian Ambonese who as strong supporters of the Dutch feared discrimination by the dominant Javanese. Conservative elements in the Netherlands also supported the movement. RMS armed forces were made up of the many Ambonese Dutch colonial troops (KNIL) who were undecided about assimilating into the RUSI army. The central government twice sought to negotiate with the rebels without success. In September 1950, it landed troops which occupied the whole of Ambon and largely destroyed Amboina. For the next six years the Indonesian Government estimated the strength of the RMS at only 200, but in the fall of 1956, the estimate unaccountably increased to 2,000. Dr. Soumokil who in 1950 had escaped to the Netherlands, is believed to have returned to the Moluccas in 1953. In late 1956, his headquarters were reported to be in the western part of Ceram Island. The RMS maintains an information agency in New York and has made repeated unsuccessful attempts to have its case brought before the United Nations. Much of this agency’s propaganda effort has been aimed at enlisting US support. RMS postage stamps have featured General MacArthur. Attached RMS map and information pamphlet,2 in English, are intended to emphasize the strategic value of the area. To date no foreign government has recognized the RMS.
Dissident activity appears to have increased in the south Moluccas. On December 17, 1957 there were reports that Indonesian parachute troops arrested more than 100 civilians and army personnel in Amboina and other islands of the Moluccas after food riots. On December 18, it was reported that the government had put down an attempted coup by army officers in the Moluccas islands 10 days before. Prime Minister Djuanda in a press conference the same day acknowledged that there had been some arrests in that area but refused to disclose details. He denied, however, that the arrests had resulted from food riots—leading to the inference that anti-Dutch activity in Java has increased the determination of certain pro-Dutch Ambonese elements to break out of the Republic of Indonesia.

Questions and facts of truth for the people of Maluku themselves as part of the identity of a nation of the Pacific (Melanesian), and regardless of the political lies of the Jakarta administration, which they (Java) named label of the name "Indonesia" as Maluku is one of the nation in Courant Asia, just as they are.

1). Is the establishment of the Republic of South Maluku (RMS) is not based on the desire of the people / nation Maluku in determining his fate?

2). Is the South Maluku Republic (RMS) is a pseudo-state, and the nation's self-styled, or the Republic of Indonesia is a country fake / illegal / terrorist / separatist?

3). Are the people of Maluku pro to the Dutch, or the desire of the nation's top pro-independence Maluku to the will of the people / nation Maluku itself, which is based on the law?

4). Is the independence of the Republic of Indonesia based on the will of the people, or the proclamation of Indonesia based on personal whim of Sukarno and Mohammad Hatta?

5). Where is the territory of the Republic of Indonesia (RI), and its capital?

The fact of history is correct (according to law), prove that:

1). Maluku independence proclamation was based on the desire of the people / nation in the Moluccas, where the will of the people / nation Maluku based on the decision of "international law", which has been the decision of the RTC (Round Table Conference) on November 2, 1949, in The Hague , the Netherlands. And of course in this case that: "the desire of independence" of the nation Maluku is based on the law of democracy and human rights.

Translation Proclamation of the Republic of South Moluccas:

Fulfilling the will that really, the demands and the insistence of the people of South Moluccas, then with this, we proclaimed independence of South Moluccas, the de facto de jure, a Republican form, apart from all the constitutional nexus of East Indonesia, and RIS (United Republic of Indonesia), reasoned NIT (State of East Indonesia) was not able to maintain its position as the country portion in line with the regulations Mutamar Denpasar, which was still valid, also in accordance with the decision of the Board of the South Moluccas, dated March 11, 1947, while the RIS had violated the decision of the RTC (Round Table Conference) and the Constitution his own.

Ambon, 25 April 1950, the Government of South Maluku
JH Manuhutu
A Wairisal

2). Referred to as "the Republic of the South Moluccas", ie: by due Maluku islands in 1024 is having ( large and small ), so the Maluku islands into "the Republic" among the Maluku islands, where the nations have settled in the 1024 Moluccan islands where the people of Maluku out from the "mother island ( Seram )", and Maluku lies in the "south latitude and east longitude in the Pacific hemisphere portion", on the other hand that : "the intervention of the Indonesian army under the command of the President of Indonesia, namely: Sukarno, where coercion against the Moluccas to come under the command of the Jakarta administration, and executed transmigration from Java, or transmigration of the outer islands ( outside the nation ) from every perspective of the islands, which are under the administrative structure of Jakarta which is entered politics in the interests of government programs RI ( Republic of Indonesia ) to dominate the Moluccas as a portion of the interest of a political perspective Jakarta itself, where the intent and purpose of their future is to change the civilization of life in Maluku and propaganda for the benefit of which has been programmed in such a perspective. http://souisapaul81.blogspot.com.au/2012/09/history-of-world-from-beginning-can-be.html

Military invasion of the Republic of Indonesia (RI) to the Moluccas in 1950 on the grounds that the political administration of Jakarta did not approve / acknowledge the decision of the RTC (Round Table Conference) on 2 November 1949 the de-facto and de-jure independence over the Moluccas, and Jakarta administration is anti-Christian native Maluku, and anti-Western. On the other hand that: "The intervention of Indonesian illegal to Maluku in 1950, while the Netherlands, Australia, America, the UN, etc., remain silent, it is because the resources to address them among former leaders engaged in an illegal relationship with the Indonesian government as an economic bridge to steal .

3). In the history of the Moluccas never been to declare that the Moluccas were pro-Dutch for independence only under the Dutch administration. Since the hero of the nation Maluku, namely: "Thomas Matulessy" aka "Pattimura" in 1817 has acted against the colonial Dutch.

Thomas Matulessy ( Pattimura ) derived from Saparua island, Maluku, and he is the former of the British army, this happens because of the chaos of the political tensions in Europe in the Napoleonic issue on August 15, 1764 until May 15, 1821, so the alternative is taken by Netherlands at the time it is asked for British assistance to protect the Dutch colonies in the Spice Island ( Maluku ), and therefore the British army personnel have little in Maluku, so the British government recruited indigenous people of Maluku to become the British army. After tensions in Europe tranquility, the British government handed Spice Island ( Maluku ) back to the Netherlands. After the Dutch holding back Spice Island ( Maluku ), the Dutch made the same rules as they have done in years 1636-1646 ( at the time of the war, known as hongitoten ), where the Netherlands impose its will upon the nation to organize all the Maluku spice trade under his control.

"Pattimura" lead all the people of Maluku in "Saparua" to fight the army of the Netherlands, on May 8, 1817 on the beach Waisisir (Maluku), while the Indonesian independence specified in its history was in 1945, although it was had violated provisions in international politics in each of the nation's dependence on relationships which have been established in the "Round Table Conference, The Hague, in 1949". http://souisapaul81.blogspot.com.au/2012/05/un-should-be-implementing-policies.html

Even the government propaganda of Islamic Java / Indonesia has included Thomas Matulessy (Pattimura) as the label into the Indonesian currency as a "hero of Indonesia" as shown in the figure below:

https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhmRT9aHTmeEcHQ76VvqZTKI0Hop-WGVCEqEnObvDo6MuWaxVHzR6qPVTLZF5lfOntMSCcjlPn637hX69biMbwXSecuwJT4rc_3ylHAe7XekCrf4hWesDcuNWxJoYid-52vQLqExn7dk4Y/s1600/2000-rp-1000.jpg
When was to Pattimura (Thomas Matulessy) know where the Javanese who called themselves as a nation of Indonesia?

The fact propaganda lies of illegal Indonesian government in Jakarta can be seen on the date, and the incidence among the national leaders of Maluku, which is such an example: "Pattimura" in 1817 with the independence of Indonesia in 1945, so Pattimura included as a "hero of Indonesia". This is a huge difference in 1817 about "Pattimura for Maluku independence from the Netherlands, and compared with the 1945 proclamation of Java / Indonesia from the Dutch. More than that is: the name of Thomas Matulessy ( Pattimura ) manipulated with the label of the name of Islam, namely: to replaced his name as "Ahmad Matulessy", where propaganda of Islamic governance / illegal Jakarta Indonesia aims to demonstrate to the international community in the new generation that in Maluku had first occupied by Muslims, while unnoticed by the criminal government in Jakarta that they do not know if Pattimura have with my family blood line and in Christian family.
4). Proclamation of the Republic of Indonesia (RI) expressed by Sukarno and Mohammad Hatta was not based on the law, and none of the wishes of the people, and it is evident in the charter Indonesian proclamation below:

PROCLAMATION
We the people of Indonesia hereby declare the independence of
Indonesia. matters which concern the transfer of power and
other things will be executed by careful means and in the
  shortest possible time.
Djakarta, 17 August 1945
in the name of the people of Indonesia
Soekarno-Hatta

While the opening of the proclamation of Indonesia, namely: "UUD1945", reads:

"Opening: that in fact, independence is the right of all nations, therefore, the occupation over the world, should be abolished, because it does not conform with humanity, and justice".

In such case, stating the fact that the government of the Republic of Indonesia in Jakarta has violated the highest law itself.

The Federal state of Java's legitimate along with their Capital City, namely: "Yogyakarta, but it is illegal to put all the Federal State in each of perspective country and its governments in one rule by the Javanese Islam regime in Jakarta itself.

The Federal State of Java is under the call of Indonesia union as legitimate through the finalized of Renville, Linggarjai, and Around Table Conference's, even though all the Federal States of Indonesia is under the republic nation.

As a Federal State under the law, every nation in each of perspective country, allowed to its rights to self determination, and to be out from the union called as you know as Indonesia. http://souisapaul81.blogspot.com.au/2012/05/un-should-be-implementing-policies.html

At the time, the United Nations Commission for Indonesia took up the Moluccan case. But even so, it became apparent that the politics of the United Nations seemed to change. It is difficult to assess what occurred, in part because, as I discovered in researching the Security Council and United Nations Commission for Indonesia of that era, most of the documents are still embargoed. Researchers cannot even look at them. What is obvious is that a deal was made probably behind the scenes, because in the end, the United Nations did not insist on the removal of the Javanese from the Moluccas and the Commission for Indonesia quietly ceased to exist in about 1955.
As you know, many other component parts of the former Netherlands East Indies share with the Moluccas a continuing (and indeed worsening) period with rampant and violent attacks by the Indonesian Army and government-supported paramilitary groups as well as continuing violations of human rights. This is truly a crisis of self-determination, effecting especially the Moluccas, Acheh, and West Papua. http://www.guidetoaction.org/parker/selfdet.html

There is no unrest in the Moluccas in 1957 in food riots, but the problem of PERMESTA in North Sulawesi and the matter of PRRI in North Sumatra, because injustice by Sukarno in Jakarta administration to master the entire region in the former Dutch colony.
And in 1957 was when Sukarno suggest to Islamic countries to form the OIC. Advice from Ir Soekarno that "Islamic state oil and gas revenues to destroy the non-Muslims into submission to Islam, and destroy the international financial monuter (World Trade Center), as is the case in today's Islamic revolution, and the destruction of the world economy. (Destroy capitalist economies => political program that they used on the refugee / Transmigration, both in the power of the Indonesian government to rule the country, and also the distribution of foreign refugees, and the same political games with their relationship with their relevant countries as partners, as refugees continues in Australia, and European countries, and all the refugees are Muslim).

327. Nota Dari Direktur Intelijen dan Penelitian (Cumming) kepada Sekretaris Penjabat State1

Washington, 19 Desember 1957.
  •      SUBJECT
  •      Intelijen Catatan: Pemberontak "Republik Maluku Selatan"

https://blogger.googleusercontent.com/img/b/R29vZ2xl/AVvXsEhmRT9aHTmeEcHQ76VvqZTKI0Hop-WGVCEqEnObvDo6MuWaxVHzR6qPVTLZF5lfOntMSCcjlPn637hX69biMbwXSecuwJT4rc_3ylHAe7XekCrf4hWesDcuNWxJoYid-52vQLqExn7dk4Y/s1600/2000-rp-1000.jpg
