MALUKU-Aksi penolakan kehadiran PT Menara Group di Kepulauan Aru untuk perkebunan tebu terus ditantang.
Kali ini penolakan perusahaan sejak awal Aru Bupati Kepulauan diizinkan oleh non aktif, Theddy Tengko itu berasal dari tokoh masyarakat (tomas) dan tokoh adat di daerah tersebut.
Penolakan ini didasarkan pada kehadiran perwakilan perusahaan untuk Dobo belum pernah bersosialisasi dengan masyarakat setempat, terutama pemilik tanah adat, tetapi hanya dengan pemerintah daerah, dan cacat bahkan kemudian dinilai dalam hukum.
"Sebagai tokoh masyarakat di Aru, kami menyatakan dengan tegas menolak rencana untuk perkebunan gula di pulau oleh PT.Menara Group. Masyarakat adat Karena belum tahu rencana tersebut, namun tiba-tiba diberi izin oleh pemerintah daerah. Tegas Udin Belsikawae, tokoh dari Pemuda Aru, dengan tegas mengatakan bahwa: "Jangankan dari Bupati yang memberikan izin, kalau gubernur di Maluku, maupun Mentri di Jakarta yang memberikan izin, dan tidak sesuai dengan keinginan masyarakat, maka dengan tegas bahwa kami tetap menolak."
Karena maksud penolakan inilah, Selasa 24 Juli kemarin, para tokoh masyarakat, dan tokoh adat asal Aru ini sudah mendatangi Polda Maluku, untuk berkoordinasi dalam rangka memasukan laporan terkait pemberian izin, dan perencanaan dari perusahaan besar itu.
Sebelumnya dari Lembaga Kalesang Lingkungan Maluku (LKLM) lembaga yang berada di belakang aksi para tokoh masyarakat, dan tokoh adat ini, meminta kepada Badan Pengendalian Dampak Lingkungan Maluku, agar lebih profesional dalam menyikapi setiap persoalan, dimana telah dan akan dilakukan perusahaan di daerah ini.
Ketua dari LKLM Costansius Kolatfeka kepada wartawan, mengatakan, ada perusahaan di Kabupaten Kepulauan Aru yang beroperasi tanpa memiliki surat ijin amdal, dan tidak mempunyai analisis lingkungan, tetapi perusahaan-perusahaan tersebut sudah beroperasi, anehya, setelah dimuat di salah satu koran lokal, pemerintah langsung panas, akhirnya direncanakan dalam waktu dekat Bapedalda akan melaksanakan sidang Amdal.
"Kami dengar, waktu dekat, Bapedalda akan melaksanakan sidang Amdal, kalau ini dilakukan berarti bahwa pada UU Nomor 32 tahun 2009 sudah dilanggar," kata dia.
Dia juga meminta kepada Polda Maluku untuk menahan 28 direktur perusahaan, yang mana sekarang beroperasi di Aru, pasalnya mereka beroperasi, tetapi tanpa ijin Amdal, akibatnya lingkungan tempat beroperasinya perusahaan-perusahaan tersebut tercemar, dan berdampak pada aktifitas masyarakat di kepulauan Aru.
Tutur Kolatfeka: "KaPolda harus menangkap 28 direktur perusahaan yang ada di Aru, karena mereka telah melanggar UU nomor 32 tahun 2009, dan PP 27, tentang ijin lingkungan, saya berharap agar ini ditunda, kita harus melihat ini dengan seksama".
Ia menambahkan, jikalau pemerintah tidak melihat persoalan ini, maka akan berdampak buruk bagi kelangsungan hidup masyarakat Aru. Dirinya juga mengatakan, bupati telah membuat kesalahan dengan membiarkan perusahaan-perusahaan ini beropersi tanpa ijin Amdal."Pemkab Aru telah melakukan kesalahan dengan membiarkan perusahaan beroperasi, tanpa ijin amdal dan analisis lingkungan," tutup dia.
Unjuk rasa pada hari sama atas penolakan untuk kegiatan yang dilakukan oleh perusahan Tebu, PT. Menara Group, di Kepulaun Aru, Maluku, juga terjadi di Kota Ambon, Kamis (29/08), siang.
Unjuk rasa mendesak PT. Menara Group untuk angkat kaki dari wilayah Kepulauan Aru ini dilakukan oleh puluhan mahasiswa, dan elemen masyarakat dari Kepulauan Aru, yang mana berada di Kota Ambon, Maluku. Mereka melakukan orasi di persimpangan di jalan AY. Patty, dan bergerak hingga sampai ke depan kantor gubernur Maluku. Unjuk rasa ini bejalan dengan lancar, dan telah mendapatkan pengawalan dari aparat kepolisian.
Aksi para mahasiswa, dan elemen masyarakat Aru lainya ini secara terang-terangan mengatakan bahwa mereka tetap ‘"untuk mengusir" keberadaan perusahan Tebu itu dari wilayah mereka, yaitu: di kepulauan Aru, karena dinilai bahwa mereka tidak membawa dampak positif terhadap kelangsungan hidup masyarakat di kepulauan Aru.
Ratusan warga yang melakukan aksi demostrasi pada Kamis (29/08) pagi, terdiri dari 117 Desa di Aru, yang mana terbentang mulai dari Desa Warialau (Utara), dan sampai di Desa Batu Goyang (Selatan). Dalam aksinya, ratusan warga ini meminta untuk pihak manajemen PT. MenaraGroup, untuk menghentikan semua kegiatan operasional, yang sementara berjalan di Kepulauan Aru. Mereka pun mendesak supaya perusahan Tebu ini, segera mengangkat kaki dari bumi Jargaria. Alasan mereka adalah sederhana, yakni dari kehadiran perusahaan kongsi ini adalah tak membawa keuntungan, melainkan kerugian besar bagi masyarakat adat yang ada di kepulauan Aru, Maluku.
Dalam orasinya, para pendemo ini mengatakan, kehadiran perusahan ini hanya untuk merusak kelestarian alam, yang mana selama ini dijaga oleh masyarakat adat demi kelangsungan hidup mereka.
Imran Patikaloba, salah satu dari Orator mengatakan: "hutan di Aru luasnya satu juta hektar, sementara yang akan dipakai oleh PT. MenaraGroup adalah sekitar 6000 hektar, sehingga hanya tersisa hutan di Aru sebesar 4000 hektar saja, yang mana akan dikelolah oleh warga Aru. Hutan kita habis oleh karena akan dikelolah oleh perusahaan, untuk itu, kami tetap menolak tentang kehadiran perusahan Tebu itu disini,” ucap Patikaloba, dengan tegasnya.
Masyarakat adat dari Kepulauan Aru saat ini, sedang digelisahkan dengan rencana pengembangan perkebunan tebu berskala besar di Kepulauan Aru. 28 perusahan pengembang dari Jakarta di bawah bendera PT. MenaraGroup telah memperoleh, baik ijin lokasi, rekomendasi pelepasan kawasan hutan, serta surat rekomendasi dari Bupati Kepulauan Aru, dan maupun dari Gubernur Maluku, untuk pelepasan 500, 000 ribu hektare lahan dari kawasan di Aru Utara, Tengah, dan Selatan. Kegelisahan masyarakat adat di kepulauan Aru ini dikarenakan bahwa mereka tak pernah diberitahu, atau diminta ijin, sebagai pemilik tanah adat untuk rencana pengembangan ini.
Selama ini bahwa kepulauan Aru juga dikenal sebagai satu-satunya habitat di Maluku, untuk kehidupan Burung Cendrawasih Raja, Kakatua Raja Kepala Hitam, Kanguru jenis kecil, serta berbagai satwa khas lainnya. Habitat bagi satwa endemik ini didukung oleh kawasan hutan primer, yang mana sebagian besar masih terjaga, dengan jenis kayu-kayu unggulan dalam ukuran besar. Ketinggian rata-rata pada pulau-pulau di Aru dari permukaan air lebih kurang 3,5-4 meter dari permukaan air. Kenyataan ini meningkatkan ketakutan hancurnya kepulauan Aru, bilamana 500, 000 hektare lahan dibabat untuk pengembangan perkebunan tebu. Masyarakat Aru saat ini membutuhkan dukungan berbagai jaringan pemerhati lingkungan, dan hak-hak adat untuk membantu mereka mengadvokasi kasus ini, dan membatalkan rencana pengembangan perkebunan tebu ini.
Pemerintah Islam Indonesia di Jakarta melakukan hal ini secara diam-diam oleh karena hal-hal yang berkaitan dari Trans-Pacific negosiasi perjanjian kemitraan.
